This was seen during the Inauguration day in San Francisco on January 20, 2009.  Bush Street runs from the Lower Pacific Height all the way to downtown San Francisco.  The sign was changed some time between midnight and the morning.  The police spokesperson said this prank is not being investigated as a crime.
